Flea beetle larvae?

Every plant had one of these, as well as Phyllotreta beetles (striolata and another black one) adults.

I don't think so
Phyllotreta larvae are not free-living; they are miners in mustard leaves. At least that's my understanding--maybe there are exceptions? Were these on some kind of mustard?

Definitely Chrysomelids
Hard to see much else in this picture, but maybe someone else can confirm Phyllotreta larvae.
