Moved from Flies. I meant the MND (Manual of Nearctic Diptera) not BDWD in the post below this one.

I'm pretty sure this is
Chloropidae: Lipara lucens, a non-native Phragmites gall former from Europe. The BDWD (1) says it has only been found in CT but it it's easy to imagine that its range has expanded in the past 20 years. It is also one of the largest chloropids. Great find!

I'll move it there until someone shows that I'm wrong.

A few additional species have been introduced from Europe in recent years for biocontrol of Phragmites. I'd err on the side of caution and downgrade the identification to simply Lipara."

I thought it looked like a Frit Fly, but had never seen one this large or hairy. There were Phragmites nearby, and it was near the coast, so I guess it's been expanding it's range probably up and down the coast.
