This specimen looks like it just came out of the pupa, the thorax is not black and the wings have a milky white color to them... but it is certainly not a Sargus

This is a soldier fly (Stratiomyiidae), perhaps Sargus.

Looks a lot like Sargus elegans, but there are several differences. Will park it at genus.
