Eastern Cherry Fruit Fly - Rhagoletis cingulata

Looks like Rhagoletis cingulata with a badly damaged (or undeveloped) wing.
Surprisingly, it flew off with no noticeable impairment.
If confirmed, a BG first data point for New York State.
