Female Eastern Forktail?

Size: 1 1/4 inches

Found this orange damselfly near our goldfish pond. At first I thought it might be an Orange Bluet, now I am unsure and am leaning towards the Immature female of the Eastern Forktail. Can anyone say for sure?
