Syrphid - Ocyptamus
DeSoto, Dallas County, Texas, USA

The wings look like it could be Ocyptamus fuscipennis, but the abdomen looked different. It was on liriope and moving very lazily--it really wanted to stay on the liriope and returned to the same spot when I disturbed it with my camera.
