Tough call.
Pepsis formosa is now P. grossa, by the way. Several other species approach that size, notably Pepsis thisbe....

tarantula hawk
It's a spider hunter, specifically tarantula hawk. For ID on them you need closeups of the wings, but this is generally what you have there.
