Chironominae
The ones with the long front legs held up in the air are subfamily Chironominae. Further ID requires distinctive markings or, more often, a closeup of male genitalia. This might be
Chironomus decorus
-- it has distinctive pigmentation on certain wing veins -- but I can't tell for sure.

their legs
seem to be broken a lot, at least those front ones...

Broken legs
I have noticed a lot of front legs broken off after the tibia. Somebody speculated that they are often lost emerging from the pupa.
