When you can see the wing veins as clearly as you can here, it's easy to tell. Syrphids have a spurious vein, as shown:


On a more practical from-a-distance level, bee flies are typically fuzzy, while most syrphids are smooth.

I think your fly is Villa sp. and if that's the case, the genus is being revised, so you can't currently get a tighter ID, i.e. to species.
