xanthopus?
Maybe xanthopus, maybe the male to your ?lobatus from the same location. The male lobatus is, as far as I know, undescribed.

Probably Bibio
This is probably Bibio but I want to see a front tibia to confirm. Bibio has big spurs on the end of the front tibia. Dilophis has rows of spines.

The big eyes and genitalia make it a male.
