Thread-waisted Wasp "sleeping" - Ammophila procera

This is, perhaps, Ammophila procera, based on the strong thoracic markings. (See Insects of Cedar Creek, for example.)

"Sleeping" on cultivated goldendrod in my garden. The wasp stayed there all night, with temperatures near freezing, then flew off in the morning.
