The wing veins look right for a watersnipe, but this doesn't look like the Atherix lantha I previously posted.

I don't think this is an athericid
R2+3 meets R1 in athericids but not in this fly, I think. This is one of those weird little rhagionid genera, though I'm not sure which. cool find.
