Slaty Skimmer?
It looks like it might be an immature male Slaty Skimmer. This species usually shows a large light patch on the sides which yours shows.

 
I agree
looks like Slaty Skimmer. The only other black species I can think of in that area is Black Meadowhawk (Sympetrum danae), but doesn't seem to match.
