Near plumosus
This is near Chironomus plumosus, likely that species or C. tentans. Four species have very similar females and reasonably easy to distinguish males. C. tentans male genitalia can even be identified with the naked eye if you're as nearsighted as me.

Size 9.5 mm rules out other genera. How accurate is that size?

 
Size
It should be accurate. After I photograph the insect, I photograph a mm scale at the same settings. Then when I look at the picture on the computer, I measure it then the scale, and get the size.
