Seen on yarrow in our yard. (live oak/chaparral habitat).

Gasteruptiid wasp
This is a Gasteruptiid wasp in the genus Gasteruption. In the field these definitely look like Ammophila wannabes hehe. The metasoma (abdomen) is attached at a high point to the propodeum on the thorax. There's also an ovipositor, something the stinging wasps lack.

 
Not too many submissions of these...
...from California. Nice to see one on yarrow. All the other images from CA for this family have been on buckwheat (including my own which I have yet to submit). I was beginning to wonder if that was the only plant they ever visited!
