Size: Maybe 15mm
My first impression as I saw it fly was that it was a wasp. I was amazed when it landed and I saw it was a beetle. It is very similar to Clytus planifrons but the yellow markings extend along the entire front edge of the wing covers.

nice, nice! it does look like a Clytus -- rather fancy one, too
don't see a satisfactory match yet [complete band across elytral base seems peculiar] -- will ask around, i scarcely know them

 
It looks closest to
Clytus planifrons (LeConte).

 
I had been pondering...
...whether it might be C. marginicollis, mostly because there was a similar looking image in the guide which was also posted from CA. Then, I checked the Info page and it states that C. marginicollis is an east coast species. Could you take a look at this image and make sure that it has been identified correctly and is not actually C. planifrons?

that this is Xylotrechus insignis. They're damn close though.
