Some kind of fly...
A midge, Asphondylia helianthiglobulus, causes globular, succulent galls, 5-15 mm in diameter, along the side or at the apex of stems of various Helianthus spp. In addition, Felt (1940) attributes "ovate stem swellings, frequently roughened, diameter 3/4 inch, on H. tuberosus" to "Several Diptera and possibly a Cecid."
