Size: 1-2mm
It came from a goldenrod gall similar to this one containing a younger pupa:

At least I think that the different aspect is due to aging of the pupae.
In other similar galls there is a different kind of pupa, with little "horns", longer appendages and different looking abdominal segments:

This one
looks like a parasitoid wasp for sure. I'm betting a chalcid.
