Size: ~10mm total length.
Saw this guy on Ceanothus in our garden. (live oak/chaparral habitat).

Looks like Bombylius sp.
It's a little hard to make out the wing veins. Not an ID, but there's an outside chance it's this one:


If you don't get an expert ID on this one after a few days, please move to Bee Flies.

 
I agree with Ron's assessment of Bombylius
No scientific process behind my species guess, except that I am a firm believer in insects returning to the scene of the crime (so to speak)... Here's a similar-looking pic of yours that was somewhat tentatively identified as B. major:

The season especially points to B major, even if morphology is mostly aflutter.
