I believe this is a Robust Baskettail (Epitheca spinosa) but not 100% sure. If so, this dragonfly is out of it's area forsure. Also, not sure if male or female.

This is a female
and I suspect, a Common Baskettail (Epitheca cynosura), recently emerged. I am only familiar with E. spinosa from NJ, but they can fly as early as late March, and mostly gone in early May.
