Strange Hopper - Acanalonia bivittata

Size: Around 1/2"
I'm thinking this is some type of leafhopper but not sure. It almost appears as if parts of this strange bug are missing but it was very much alive.

Acanalonia nymph, I think
(a planthopper). The white stuff is secreted wax--doesn't look to me like anything is missing.

 
Acanalonia bivittata
The common eastern species has an all-brown nymph.
