Did you consider Coelichneumon exemius ?
Thanks for the feedback. Are you pretty certain of Megarhyssa macrurus? I ask because the coloring of mine was totally different than the
M. macrurus images on bugguide
. After doing some more looking, I was wondering about Coelichneumon exemius (Stephens). According to

, they are said to exist in Newfoundland.
