Is this a vegtable garden threat?

Size: varies: .5 to 1 inch long
These seem to cover my entire vegetable garden just under the soil surface. A large dead leaf, shingle, etc. will cause them to accumulate underneath. Recently, I have found them wrapped around radishes (with damage to the radish). Don't know if they are causing the damage or if they are just taking advantage of it.
It looks similar to some of the millipedes on this site, but not exact.
What is it and should this insect be cultivated or eliminated?
