Water Beetle (Dytiscid)
This is Hydaticus bimarginatus

 
H. bimarginatus
A female at that. The males will have a round suction pad on their
foretarsi, and a smaller oval suction pad on the midtarsi, used to
hang on to the smooth, convex, wet elytra of the female during mating.
