I have seen a very similar butterfly in Arzona... would that be Western Tailed Blue?

 
It's very possible that's what you saw - BUT...
The Eastern Tailed-Blue occurs in the southeastern part of the state.
The two species probably can't be separated where they occur together (at least visually).
