Based entirely on BugGuide: Males have more blue coverage; females are usually but not always pale. Other species having narrow blue bands on the middle abdominal segments (from above) have more blue on 8 and 9. Can't distinguish between the two species.

The plant appears to be Oxeye Daisy, Leucanthemum vulgare (non-native).

Looks like female Northern/Boreal and they pretty much can't be distinguished.
