I think it's a paper wasp (
Polistes
sp.) but I'm not sure which one. OR it could be something completely different. Leafhopper is
Acanalonia conica
I believe. Any help is appreciated!

Sand wasp?
I can't tell from appearance. The wasps most likely be be carrying hoppers around like that are Bembicinae, esp. Gorytina.

Bingo.
This is indeed something in the Gorytini. Prey might even give away the genus, be a new host record, or both. Great shot!
