Stagmomantis Carolina egg case
most likely Stagmomantis Carolina.

The ootheca (mantis egg case) for Stagmomantis Limbata, Californica, and floridensis are somewhat similar but not commonly found in Virginia.

looks like a mantid egg case, but I have no way of telling if it's the Carolina mantid, sorry.
