Another possibility
Rather than something in Hydroptilidae, I think these might be Protoptila (Glossosomatidae, subfamily Protoptilinae). Sometimes called "pseudo-microcaddisflies," they are so similar to hydroptilids in size and appearance that they were originally classified in that family or even in the genus Hydroptila. The dark brown wing with a transverse bar of whitish setae along the cord and a few small whitish spots toward the margin is the common appearance of most species in this genus and also of some other protoptiline species (like Culoptila).

from Ed Mockford: "almost sure that they are Hydroptilidae"

not sure about order
Lepidopsocidae was my first impression... Did you keep them for Don? take other shots? i can't make out some suggestive details, like heads & legs. Or even tell whether they sit on bark or rock...

I didn't collect these
And this is the only picture I got. They were on the side of a tree trunk at eye level.

the plot kinda thikens...
i've already sent this to Ed Mockford anyway -- let's wait for his verdict
