Fly or Bee? - Xanthaciura

Sorry the image isn't great--this was seen on the foliage of Large-flowered Leafcup. I am unsure if it is a fly or a bee. I was leaning toward some type of fruit fly?

maybe Xanthaciura genus, fruit fly
This might be the right track. Wait for the experts though.

It looks a lot like this fly in the genus Xanthaciura.
