My wife found this on a old dead cottonwood branch. You can't see the entire thing in this picture but it has a very long (2 inch) ovipositor of some sort. Who knows this one?

A large giant ichneumon female as belov mentioned.

Could this be
a type of paper wasp? I've found a close match in one of my field guides (National Audubon).

 
Paper wasps dont have a long ovipositor
Paper wasps don't have a long ovipositor but it does resemble one in terms of coloration, probably because paper wasps can sting and many insect eaters won't eat them
