This guy didn't sit still very well, thus part of it is a bit out of focus, but this gives a decent view of the whole insect.

It *is* "sitting" :-)
Ovipositing that is...between the bracts of what looks like a composite flower head in bud. That seems to be the habit of Ripiphorus females. Though they don't necessarily restrict egg laying to composites (= family Asteraceae)...there are also BugGuide posts showing oviposition on flower head buds of Monardella, in the mint family, Lamiaceae.

Of course, that makes this a gal rather than a guy :-)
