Are they really that variable
or is this a gender difference. This image looks different from both and but maybe this second one is old and worn.

Yes, both sexes are slightly different and clearwing moths do lose scales and change their "look" over their adult life. That is why we can't always put a name on them from a photo. There are also regional color forms. They are both Melittia gloriosa .

Mellitia perhaps?

 
Melittia looks good and there is one species
Melittia magnifica that I have never seen and don't find online. Maybe Bob Patterson can find it in the new book - Moths of Western North America by Powell and Opler
