walnut husk fly ? - Delphinia picta

Size: ~8mm
These flies are common in areas near Juglans nigra [black walnut]. I have found what appears to be maggots in the green husks surrounding the nuts. The flies sit and rotate their wings in a slow, deliberate circular motion.
