Arphia species
This is a dead ringer for a 1st instar nymph of of Arphia conspersa, which is very distinctively marked at this age. If it was from futher west, I'd have no doubt about the I.D. However, this is far enough east that A. sulphurea might also be in the area, and I'm not sure how similar it looks at this age. Other [i]Arphia species in the area might have coloration and pattern (but I think not), and they should not be this young at this late date (this little one would overwinter as a nymph and mature round about next April).

I notice that A. sulphurea was reported in Sauk County which is adjacent to Dane county. Judging by the dates of the other photos, I should probably look for the adult sometime next May or June.
