Bitternut Hickory tree insect in NE Wisconsin- resembles a wasp - Tremex columba

Size: 1.25-1.5 inches
It resembles a wasp, but it doesn't look like the wasps I've seen online that should be in Wisconsin. It starts as a worm under the hickory bark then emerges in mid July to early August. We've noticed them for 2 years now. Also have seen some very drastic dieoff in the hickories in the same 2 years. Really would like to know what they are.

a pigeon horntail Tremex columba! I don't think they have anything to do with the dieoff of the hickory.

 
I agree.
I agree with Brianna's ID and assessment. Horntails are generally "secondary" pests that might hamper timber salvage, but are not usually a primary cause of tree die-offs.
