Black Onion Flies mating - Tritoxa flexa - Male Female

There is a black "squiggly line" going from abdomen to abdomen here--is that the male's "sexual transfer"? Also, what is the square-ish projection on the mouth area, is that just the normal position of its mouthparts? I'm adding this photo to fill the data of July for Pennsylvania.
