Umm...
that's not a cicada, it's a katydid, an immature one. I don't know which species though, sorry.

Anglewing katydid.
This is probably a last instar nymph, male, of Microcentrum rhombifolium. I'm totally positive of the genus, and 90% sure of the species. Lack of ovipositor suggests the gender.
