So this is Buprestis aurulenta - Jewel Beetle. I first found the ID at http://www.whatsthatbug.com/2006/08/20/golden-buprestid-or-jewel-beetle/ Never been to whatsthatbug.com before.

Beetle
in the family Buprestidae, and the coloration is related to how light reflects in the exoskeleton, known as irridescence, Phosphoresence is something completely different that involves actually giving off light, which is not happening here..
