Yes…
The black and red coloration, slender first abdominal segment, laterally compressed abdomen apically, and short upcurved ovipositor would seem to indicate a female wasp in this subfamily.

Well...
This subfamily is actually quite common and there are about 65 genera, but most are not well studied at this time. If resources (keys) become available, that could change.
