Size: approx 7mm
Found this little guy (gal?) inside. His body is light gray, shaped like a triangle with the head flat. He has two round wings, somewhat held above his body. They're fairly transparent with some faint striping or spotting... no veining that I can see. He's very active and keeps walking around, but I've not seen it fly. When I first saw him and nudged him, he jumped straight up and made a faint clicking sound. Thought he might be a moth fly, but he's got no "fur" and no noticeable antennae. I apologize for the bad pictures, but it was the best I could catch of this active little guy.

I would agree with your guess that this is a hopper in Family Issidae. Hard to do more than guess beyond that as there is not much detail in the photos, but I would say possibly something in genus Neaethus. As a possible candidate, see these images (also from CA) submitted recently:
