Very large numbers of these active aphids were parasitizing Betulaceous trees along the shores of the lakes

Moved from True Bugs, Cicadas, Hoppers, Aphids and Allies.
Psyllids--if this is alder, maybe cottony alder psyllid? I haven't found an image of an adult to compare with this one.

 
I'll check
I see if I have any better images of the host plant for identification purposes
