Vespula flavopilosa
I am pretty sure that is V. flavopilosa. The yellow hairs on thorax and head plus the humeral yellow stripes both suggest flavopilosa over anything else.
But I have never seen quite such an xanthic color pattern before. You might want to wait for expert confirmation
