Male horntail.
This is a male horntail woodwasp in the genus Urocerus. Were there lots of them? Apparently some species "hilltop," or at least congregate near landmarks where females can find them....

No, there weren't lots of them, at least not from my observation. It was the only one I saw. As for congregating near landmarks ... this particular one was found near the northwest summit of the mountain, within 10 meters of the top.
