Aphids but I can't tell you which species.

I would speculate...
... that they may be Aphis nerii, but cannot be certain.

 
I think it is
The plant looks like it might be milkweed, which would confirm Aphis nerii (one of the few aphids that can be identified from a photo- as long as the host plant is known).
