I see a lot of these flies hanging about near the bag of weed trimmings to be composted.

Soldier fly
Yup - it's a soldier fly (family Stratiomyidae of the flies). I'd say it's Ptecticus trivittatus (http://bugguide.net/node/view/53717). I get them hanging around my back yard compost too, here in Ottawa, Ontario. The bulging, lined, bald, red thorax is a good characteristic to ID this species in my limited experience.

To me. I'm not sure beyond that. Somebody will probably know.
