Those mouthparts are so long they look like an extra set of limbs! Not a large bee (is it a bee?), hanging out on a leaf near the Potomac River.

Yes.
Male "sweat bee," genus Lasioglossum (subgenus Dialictus). Nice shot of those mouthparts:-)

Articulated tongue
I have caught those funny looking tongues a couple of times both in photos and videos: 1, 2, 3 and 4.
