Feeding from the tip of a broken reed. I did not get a picture from the side. The abdomen was black and yellow banded. Any ID possible?

looks like a Yellowjacket to me
Also your description of the black and yellow bands would match. That's a nice portrait. The hair standing up looks like it's been electrified. :)
