The spider is an adult female brown widow. We recorded them from Costa Mesa in 2006 or 2007. For additional So. CA. locations see:

Lactrodectus geometricus (?), Brown Widow
This spider looks a lot like one of the Widows!

I am not very familiar with early instars of L. hesperus, the western widow, however, immature females of the Genus Lactrodectus can be colorful.

I will admit, this spider looks a lot like L. geometricus, a widely distributed introduction thought to originate in s. Africa and introduced to the US via Europe (more back tracking the origins may be necessary).
