Size: ~ 10 mm
Resembles some Tortricids, in particular some Epiblema, but none seem to match well ...

Help with ID is much appreciated.

Probably 3229.2 - Gypsonoma aceriana
.... an invasive from Europe, known at least in the State of Washington, not previously recognize from the L.A. area. (no rsvp, thanks)

Indeed, Gypsonoma aceriana, also known as the European Poplar Shoot Borer, has been spreading fast though most of Western Washington State since its discovery in Washington in 1998.
It had reached the border of Oregon by 2001.

Even though this seems to be the first record in California, it has likely spread southwards from Oregon.

The closest related species is Gypsonoma haimbachiana from the Eastern United States, which has a different wing coloration pattern.
